The case of SAAC

Since its creation in 1953, SAAC has become one of the leading nonprofit organizations in Spain in terms of community support and overall impact. They are a driving force in the fight against cancer, working tirelessly to reduce the disease's effects on individuals living with it and the families affected by it.

However, like many organizations, SAAC faced significant challenges during the lockdown in finding a practical and legally compliant way for all its members—spread across Spain and some even across Europe—to vote during their upcoming General Assembly. With no end to the pandemic in sight and after having postponed their elections several times, they reached out to several electronic voting providers, including Kuorum.

Large-scale electronic voting

With a registry of approximately 109,000 members, SAAC needed a provider capable of handling the heavy load that such a large number of simultaneous voters would place on the system. Having worked with local governments in the past, Kuorum has extensive experience managing large-scale elections, both in terms of hardware—ensuring the servers can handle high voter volume—and maximizing voter participation by making voting as accessible as possible. SAAC chose the highest-guarantee service, which included phone support to address any potential queries or issues.

Legally valid online voting

The more critical a vote is, the more likely someone will attempt to manipulate the results. This is why large-scale electronic voting has not yet been implemented in general elections. With 109,000 members, SAAC placed significant importance on the legal validity of the vote, as electoral fraud was a potential concern. The solution we offered included a two-factor authentication system, providing the same level of security required to log in to a bank account in Europe.

The most common approach we use involves having both an email address and phone number for each voter in the registry. Once voters received their email and clicked on their voting link—the first step of the verification process—they were prompted to enter a code sent to their mobile device, completing the second step of verification. This process strikes the perfect balance between vote security and voter accessibility.

We were given a month to prepare for the vote, which is a very generous timeframe compared to other cases. This resulted in an overwhelmingly smooth voting experience, with very few issues, all of which were promptly resolved by our support team.
